I usually use DVD. DVDs use mpeg2. I’m not completely sure, but I think that vcds use mpeg2 aswell.

When you burn the disk just tell the burner to burn it as a VCD and it will do the rest. If the Burning software has a problem with that format you may have to convert the file into a different format before burning but the software should tell you what format is compatible. I believe you can use at least MPG plus some others.
