You can’t just “buy” a home theatre. A home theatre is built out of multiple peices. It has to be designed to what you can afford and what works best with the area you are putting it in. Things you are going to need: A big screen television or projector, a surround sound system, a DVD player, HD-DVD player, or Blu-Ray player.
There is a lot of stuff to consider.

You most certainly CAN buy a home theatre system. Home theatres in a box are decried by a lot of self-professed audiophiles as a waste.
Yes. They do have negatives. You are kinda stuck with what the manufacturer decides is important. The speaker range isn’t as good as individual speaker sets you might buy that you put together yourself.
However, if you want a theatre on a budget, don’t know much about individual components, have a smaller room, and aren’t looking to get a noise citation from the cops then they are worth a look. They’re inexpensive and easy to hook up because everything’s already there. Speaker frequency ranges are great for small and medium rooms. The only time you’ll really notice a difference between an HTIB speakers and ones that are $300 for one pair is at higher volumes.
All that said, I’ve had a hand made set. Sony main component and Klipsch speakers and, when I was 1st putting together a home entertainment setup a, Panasonic HTIB. I was/am happy with both. Indeed, the Panasonic has been problem free since I’ve owned it.
So look to your budget and your room needs.

Sony centres - sometimes have special offers for older systems etc.
Check dixons, and search online for info.

Well, “Best Brand’ and “Best Rates” are very broadly classified.
There are about 150 brands or may be more available.
Best price can very different to different people.
Narrow down your question and be more specific , like what is your max budget. Only then you will get a clear answer.
